The Phytosanitary Conditions (Amendment) Regulations 2024

Amends/Commences: 
Assimilated Regulation 2019/2072 establishing uniform conditions for the implementation of Regulation (EU) 2016/2031 as regards protective measures against pests of plants

Comes into force: 
31st May 2024 and 9th November 2024

Changes that apply from 31st May 2024

The following pests are added to the list of GB quarantine pests:

  • Chilli veinal mottle virus
  • Chrysobothrisfemorata (Olivier)
  • Chrysobothris mali (Horn)
  • Lycorma delicatula (White)

Naturally or artificially dwarfed plants relating to Tsuga Carr., are now excluded from the list of plants, plant products and other objects which may not be introduced into Great Britain if originating or dispatched from certain third countries.

The table of certain plants, plant products and other objects originating in certain third countries that may only be imported into Great Britain if special requirements are met is updated. This include requirements for various plants originating in Norway, and plants and wood of multiple species originating in Canada or the USA.

Wood of species listed in regulation 7, originating in Canada or the USA will require phytosanitary certificates.

Changes that apply from 9th November 2024:

The following pests are added to the list of provisional GB quarantine pests: 

  • Agrilus mali Matsumura
  • Orgyia leucostigma (Smith)
  • Lonsdalea populi Li, Xue, Guo, Koltay, Palacio-Bielsa, Chang, Xie & Yang.

Potato spindle tuber viroid is added as a regulated non-quarantine pest of Solanum sisymbriifolium Lamarck, and measures are included to prevent its presence on seed of Solanum sisymbriifolium Lamarck.

Solanum spp. originating in any third country is added to the list of plants, plant products and other objects which require phytosanitary certificates.
