This instrument provides for the regulation of “flood risk activities” within the Environmental Permitting framework, replacing the current “flood defence consent scheme”. It is intended to reduce administrative burdens on applicants undertaking activities which require prior approval because they may impact on flood risk or flood risk management. It enables the regulators (Environment Agency and Natural Resources Wales) to concentrate their resources on higher risk activities.
