The Producer Responsibility Obligations (Packaging and Packaging Waste) Regulations 2024

Summary
These Regulations update and consolidate the UK’s Extended Producer Responsibility programme for packaging and revoke previous legislation relating to packaging data reporting. They also replace The Producer Responsibility Obligations (Packaging Waste) Regulations 2007 and The Producer Responsibility Obligations (Packaging Waste) Regulations (Northern Ireland) 2007 from 1st January 2026.
Small producers (annual turnover over £1million, producing more than 25 tonnes of packaging annually) and large producers (annual turnover over £2million, producing more than 50 tonnes of packaging annually) are required to register and report data on packaging supplied in the UK, and pay fees to contribute to packaging waste disposal and recycling.
Producers are required to register by 1st April 2025 with PackUK (the scheme administrator) directly or by joining a registered compliance scheme, and they must report packaging data including quantity of packaging and the methodology used to calculate this, packaging type, and the amount of reusable packaging reused, twice a year by 1st April and 1st October.
