Changes include the replacement of existing sections of the 2015 Act with the National climate objective and the Climate action plan and national long term climate action strategy. The following new sections have also been added:
-
Preparation of carbon budgets;
-
Approval of carbon budget;
-
Sectoral emissions ceiling; and
-
Revision of carbon budgets.
Changes are made to The Planning and Development Act 2000, to include the requirement for a development plan to include objectives to reduce anthropogenic greenhouse gas emissions. Furthermore, to address the necessity of adaptation to climate change, taking account of the local authority climate action plan.
