The Welsh Ministers, being the traffic authority for the relevant length of the London – South Wales Motorway (M4) and the London – Fishguard Trunk Road (A4232) (“the motorway” and “the trunk road”), are satisfied that traffic in specified lengths of the motorway and trunk road should be prohibited or restricted because of works proposed on or near the motorway and road. This may affect the carbon emissions and other traffic pollution of fleet vehicles.
